Offlines are attached to work requests.

## Testing

You need to be logged in as somebody who has the `vendor` role for a work request, such as PPC Localization. Then you should be able to upload through the UI of the [http://pixwel.dev/orders](http://pixwel.dev/orders) screen on the previews tab.
